Check your Do Not Disturb settings. Ensure 'Calls' is set to 'All Contacts' and your friend is saved in your Contacts.

Ask a friend to call you, but tell them to dial *67 before your number (e.g., *67 555-123-4567).

Do Not Disturb is not turned ON, or you have 'Allow Calls From' set to 'Everyone'.
